how do i regain control of weed ridden soil



i have a garden that hasno plants in the border areas but it has been neglected for so long that grass and weeds are growing there. i have tried to dig them out but it is an impossible task. what is the best way to regain control and remove all the endless roots and rid the soil of anything, making it ready to plant in again. just cover it up or is there a weed killer. two sides are privit and one is a fence, the middle is grass.
