what can i do with a space that gets maximum sun and a lot of heat?

hi,
the front of my house, a small concrete covered area, faces right into the midday sun, and then gets a lot of exposure and sometimes very damaging heat. i have tried to put pots of annuals there, something that flowers and looks nice, but unless i remember to water them every single day, and during the peak of summer, twice a day, they just end up suffering and looking traumatised, which i can't bear.
what can i do to fill this space with greenery and colour? does anyone have any suggestions about plants that love lots of sunshine and heat, and that do not suffer too much if i can only water it once every 3 days or so (my time for this is limited!) i have considered cacti or succulents, but as anything in the front can be pinched by passers-by, i'd prefer plants that are not too expensive, and i also have a safety factor to consider: a young child, and a husband who tends to put the garbage out at night when he cannot see anything! lol
the other side of this problem is that during winter, it gets very cold and icy, so the plants would need to be the kind that will not just curl up and die during a cold snap.
any help would be greatly appreciated!
