on purple sprouting and late raspberries

i have a lot of huge purple sprouting plants in my garden but only 1 of them has sarted to sprout. is there anything i should be doing to them in order for the rest to do this?

i have a few late raspberrie plants but they are too shaded. is it possible to replant these and if so how please?
